U.S. High School Policy Debate

High school policy debate in the United States is a partnered, research-intensive debate format where two-person teams advocate for or against a year-long resolution about U.S. or international policy. Tournaments are held at local, state, and national levels, largely coordinated through the **National Speech & Debate Association (NSDA)**, as well as regional leagues and organizations. Rounds focus on constructing and answering detailed policy proposals, using evidence, cross-examination, and structured speeches. Most participants are U.S. high school students competing through their school debate programs or local clubs, though some independent entries are allowed depending on the tournament. Policy debate helps students build advanced research skills, critical thinking, rapid note-taking (flowing), and persuasive speaking under time pressure.
